Lawmakers insert wording into bill signed by Obama to get leverage over funds for manned spaceflights

WASHINGTON — Fearful that the White House might scale back manned space exploration, a bipartisan group of lawmakers slipped a provision into a massive government spending package last week that would force President Barack Obama to seek congressional approval for any changes to the ambitious Bush-era, back-to-the-moon program.

The little-noticed legislative maneuver could yield massive payoffs for the Houston area, which has tens of thousands of jobs tied to manned space exploration. The congressional action hands NASA supporters additional leverage in their behind-the-scenes campaign to persuade Obama to budget an extra $3 billion a year to finance the return of astronauts to the moon by 2020 rather than revamping — and cutting — the manned space effort.

“Congress' commitment to our nation's human spaceflight program is unwavering with respect to the path we have already charted,” says Rep. Pete Olson, R-Sugar Land, whose congressional district includes Johnson Space Center. “The debate should not be if we are moving forward, but how we are going to pay for it.”

Democrats in the House and Senate joined forces with Sen. Richard Shelby, R-Ala., in the end-of-year legislative avalanche to insert language into a must-sign spending package that requires the president to ask Congress for all the money that would be needed to adjust the scope or timetable of human spaceflight.

None of the $18.7 billion given NASA to spend this year and in future years “shall be available for the termination or elimination” of any part of the Constellation program, the legislation declares, or to “create or initiate a new program” without “subsequent appropriations acts.”

White House officials say President Obama has not yet made a decision on the fate of NASA's moon program, two days after an Oval Office meeting with NASA Administrator Charles Bolden.

Obama and Bolden met Wednesday afternoon to discuss the space agency's work and the results of the Augustine commission, a panel of experts that submitted options in October for the future of the human space program.

A report by the online edition of Science magazine late Thursday said Obama plans to request a $1 billion increase in the NASA budget for 2011. The money would fund a new heavy-lift launch vehicle, and the agency's current Ares 1 rocket design would be scrapped in favor of commercial crew transportation services to Earth orbit, according to the Science report.

The Ares 5 rocket is currently NASA's design for a heavy-lift launcher. Engineers are also studying other designs more closely based on the space shuttle.

NASA and White House officials claim such reports are mere speculation, but they are providing no information on when a decision could be announced. The administration will file its fiscal year 2011 budget request in February.

"The meeting with Bolden was informational, not decisional," said Nick Shapiro, White House spokesman.

In 2005, NASA decided to develop the Ares I and Ares V launch vehicles, based in part on highly modified Shuttle components to replace the Space Shuttle and enable exploration of the Moon and Mars.[1][2] In early 2007, the agency confirmed that it was formally studying a third such vehicle, the Ares IV.

Summary

NASA has spent substantial effort over several years to consider many launch concepts, and the Agency stands by its decision to develop the Constellation architecture, which includes the Ares I Crew Launch Vehicle and the Orion Crew Exploration Vehicle. NASA has chosen these systems based upon significant analysis, and the Agency believes it has the best program in place to meet our Nation's future Exploration needs.

Shortly after arriving at NASA, Administrator Michael Griffin chartered the Exploration Systems Architecture Study (ESAS) in May 2005, comprised of experts at NASA Headquarters and across the NASA field centers. All databases, expertise and analytical models were applied to this critical task. Particular emphasis was placed on the family of launch vehicles that would be needed to support future Exploration goals. A large number of options were evaluated, including quantitative comparisons on the basis of important measures of merit such as development cost, recurring cost, funding profiles, safety, reliability, development risk, schedule risk, and other factors. The launch families considered included various Shuttle-derived options, Evolved Expendable Launch Vehicle (EELV)-derived options and mixes of the two. Outside experts were brought-in to assess the ESAS results.

Several of the Shuttle-derived concepts that were considered during ESAS, and in other studies, were similar to the Jupiter system identified as part of the DIRECT proposal. However, using current ground rules and assumptions, and utilizing validated NASA and industry design and analysis tools, NASA has determined that the DIRECT proposal is unlikely to achieve its claims of improved performance, safety and development costs when compared to the Ares I and Ares V approach. In addition, the limited data available in the online DIRECT proposal do not support the claims of increased safety. Also, analysis shows that the DIRECT proposal would cost more than the Ares family in the near-term and also on a recurring launch basis. Finally, the DIRECT proposal would take longer to develop when compared to the Ares vehicles when factoring in the extensive core stage development effort and the associated acquisitions.

Since completion of the ESAS, NASA has continued to improve the baseline architecture to significantly lower life cycle costs of the Ares vehicles. NASA's analysis confirms that the Ares I and V vehicles enable the lowest cost and safest launch architecture which meets the Agency's requirements for support of the International Space Station, as well as lunar and Mars exploration. Several improvements have been made to the Ares ESAS baseline (such as the decisions to utilize the J-2X for both the Ares 1 and the Ares V Upper Stage engine and the RS-
68 instead of the Space Shuttle Main Engines for the Ares V core engine) which reduced life cycle costs by several billions of dollars.

NASA's LRO Spacecraft Sends First Lunar Images to Earth

Here it is July 2009 already. We are coming up on the 40th anniversary of Apollo 11 landing on the Moon,

I wonder how long we will be able to use the data that is received from LRO?
Remember how the Pioneer Mission Master Data Record tapes were on degrading tapes, transcribed to magneto optical disks, which could only be read on SCSI drives for a DEC Micro Vax, then copied to a laptop and put on CDs, but who can read the CDs because no one has a program to read the old format (except maybe me and Viktor). Hardware changes, software changes. formats change, all really sad that the old passes out of our thoughts and can't be used with the new generation of computers.

Even when you store the data with information as to how it is formatted as was the Lunar Prospector spectrometer data, you would still find it hard to use the data without knowing how to expand the compressed binary numbers, and then you need information on how to convert the binary numbers to analog values you could read.

The cameras are working well and have returned images of a region a few kilometers east of Hell E crater in the lunar highlands south of Mare Nubium.

"Our first images were taken along the moon's terminator -- the dividing line between day and night -- making us initially unsure of how they would turn out," said LROC Principal Investigator Mark Robinson of Arizona State University in Tempe. "Because of the deep shadowing, subtle topography is exaggerated, suggesting a craggy and inhospitable surface. In reality, the area is similar to the region where the Apollo 16 astronauts safely explored in 1972. While these are magnificent in their own right, the main message is that LROC is nearly ready to begin its mission."

LRO will help NASA identify safe landing sites for future explorers, locate potential resources, describe the moon's radiation environment and demonstrate new technologies.

The satellite also has started to activate its six other instruments. The Lunar Exploration Neutron Detector will look for regions with enriched hydrogen that potentially could have water ice deposits. The Cosmic Ray Telescope for the Effects of Radiation is designed to measure the moon's radiation environment. Both were activated on June 19 and are functioning normally.

Instruments expected to be activated during the next week and calibrated are the Lunar Orbiter Laser Altimeter, designed to build 3-D topographic maps of the moon's landscape; the Diviner Lunar Radiometer Experiment, which will make temperature maps of the lunar surface; and the Miniature Radio Frequency, or Mini-RF, an experimental radar and radio transmitter that will search for subsurface ice and create detailed images of permanently-shaded craters.

The final instrument, the Lyman Alpha Mapping Project, will be activated after the other instruments have completed their calibrations, allowing more time for residual contaminants from the manufacture and launch of LRO to escape into the vacuum of space. This instrument is an ultraviolet-light imager that will use starlight to search for surface ice. It will take pictures of the
permanently-shaded areas in deep craters at the lunar poles.

"Accomplishing these significant milestones moves us closer to our goals of preparing for safe human return to the moon, mapping the moon in unprecedented detail, and searching for resources," said LRO Project Scientist Richard Vondrak of NASA's Goddard Space Flight Center in Greenbelt, Md.

While its instruments are being activated and tested, the spacecraft is in a special elliptical commissioning orbit around the moon. The orbit takes less fuel to maintain than the mission's primary orbit. The commissioning orbit's closest point to the lunar surface is about 19 miles over the moon's south pole, and its farthest point is approximately 124 miles over the lunar north pole.

After the spacecraft and instruments have completed their initial calibrations, the spacecraft will be directed into its primary
mission orbit in August, a nearly-circular orbit about 31 miles above the lunar surface.

Goddard built and manages LRO, a NASA mission with international participation from the Institute for Space Research in Moscow. Russia provides the neutron detector aboard the spacecraft.

With the advent of the Augustine Commission II an opportunity has arisen for a discussion on the philosophy of space. Therefore the purpose of this missive is to look at where many in society see our future going, and to show where space either supports the positive aspects or negates the negative ones. Without this connection, we have no future in space for human spaceflight and the drums of doom will continue to sound over our world.

Why Space?

The reason for human spaceflight beyond the pure adventure is as old as mankind, moving outward to build a better life and make money. Obtaining riches for God and country as well. To put it in the modern vernacular it would be to "save the planet", which really means save the humans on the planet. I have the February 29, 2009 copy of the magazine, New Scientist on my desk. The front cover has the words "Earth 2099" and following it the words

Population Crashes
Mass Migration
Vast New Deserts
Cities Abandoned

Sounds like fun huh. The entire issue is about how climate change, resource depletion, and over population leads to a secular Malthusian apocalypse of civilization and that the only solution is to radically scale back the scope of our current civilization in order to insure the survival of much reduced humanity. This mindset goes back in the modern era to the book �Limits to Growth� by Meadows (who was just honored by the Japanese Emperor for his work in this area), that itself was a result of a study carried out by a group of European banking and corporate executives called the Club of Rome.

It turns out that a well known space advocate, Dr. David Webb, mentor to people like Peter Diamadis, myself, and an entire new generation of space advocates, was on the committee that funded this study. Dr. Webb asked them after the study, "why they did not consider the resources of space as a possible solution to the problems that the study illustrated" (there was a single dismissive paragraph in the book about space resources)? The answer was that these bankers and executives (in 1968) did not believe that there were any resources and that they could be accessed if there were. Dr. Webb at that time (as related to me in the late 1980's) dedicated his life to the education of our new generation of space advocates in order to counter this mindset.

When we go back to the Moon I was wondering if we could boil some of the Lunar Ice, yet to be found at the lunar poles. Well just boiling water you made might preset a problem.

*May 15, 2009:* Have you ever wondered how you'd make your morning cup of java if you lived on another planet, or perhaps the moon? That steaming beverage would be a must on a cold lunar morning.

But with rare sunlight, no coal or wood to burn, and no flowing water for hydro-electrical power, how would you make that cup of coffee, much less cook breakfast, heat your abode, and power the life support equipment and tools you needed to live and work up there?

NASA, planning for a future lunar outpost, has been asking those same questions lately.

There's more than one way to generate power on the moon. Fission Surface Power is one of the options NASA is considering. If this method is chosen, an engine invented in the early 1800s by Scottish brothers Robert and James Stirling could help make it work.

The Stirlings were so proud of their creation that they made it their namesake – and with good reason. Over the years the Stirling engine -- the reliable, efficient "little engine that could" -- has earned a sterling reputation here on Earth, and it may one day prove its worth on the moon.

"Inhabitants of a lunar outpost will need a safe and effective way to generate light and heat and electricity," says Mike Houts of NASA's Marshall Space Flight Center. "The tried and true Stirling engine fits the bill. It's not only reliable and efficient, but also versatile and clean."

NASA is partnering with the Department of Energy to develop Fission Surface Power technology to produce heat and feed it into a Stirling engine, which, in turn, would convert heat energy into electricity for use by moon explorers.

Snoopy Celebrates 40th Anniversary of His Moon Flight

Snoopy, the irreverent dog from the "Peanuts" comic strip, took time from his World War I dogfights as world-famous flying ace to become a world-famous astronaut for NASA's Apollo 10 mission.

The beagle now has a 5-foot-tall statue at Florida's Kennedy Space Center to commemorate the flight, which launched 40 years ago this month and arrived at the moon on May 21, 1969. That's when the /Snoopy/ lunar module and the 'Charlie Brown' command module entered lunar orbit. Apollo 10 paved the way for Apollo 11 to land men on the moon .

"It went down in his life as one of the all-time highlights of his career," said Craig Schulz, son of Charles Schulz, the famed American comic strip writer who died in 2000.

The elder Schulz was reportedly thrilled when NASA contacted him prior to the 1969 mission, and approved the request despite "what-if" remarks from friends who worried about a possible mission disaster.

"His comment was that if the astronauts could risk their lives, he could risk his characters," the younger Schulz told 'SPACE.com'.

The Snoopy lunar module did not land on the moon. It was taken on the mission as a near-complete dress rehearsal for the Apollo 11 moon landing that would take place a few weeks later.

Snoopy's first foray with NASA dates back to the Apollo 1 fire which killed three astronauts in 1967. That event — which Snoopy was not involved in — eventually led NASA to approach Charles Schulz and ask for permission to use his character as the basis for a new safety award.

"NASA decided that they needed to come up with a safety program and wanted a mascot similar to Smokey the Bear," Craig Schulz said.

Charles Schulz then drew up a template for what has become the Silver Snoopy award pin. Each pin is flown in space on shuttle missions and presented by an astronaut to awardees who contribute to the success and safety of spaceflight operations.

Less than 1 percent of the NASA-related workforce have received the honor, which represents one of the highest and prestigious awards within the space agency and the broader industry.

Craig Schulz and the rest of the Schulz family recently donated the Snoopy statue to NASA to commemorate the Apollo anniversary. The Schulz Museum in Santa Rosa, Calif., also has an exhibit detailing the Apollo 10 mission and Snoopy's space agency involvement on display through July.

As for the 'Snoopy' lunar module, it's still flying in space — the only Apollo module to ever get launched into a sun orbit.

Museum soars 'To The Moon' with Snoopy in space exhibit

January 31, 2009 — Four months before the first humans landed on the Moon in 1969, a beagle beat them to it.

More important than racing the Russians, or passing Neil Armstrong and Buzz Aldrin, was that this "World Famous Astronaut" had beat "that stupid cat who lives next door."

Of course, Snoopy's moon trip only took place in the daily "Peanuts" comic strips created by Charles M. Schulz and syndicated in newspapers the week of March 10, 1969.

Two months later though, Snoopy -- along with his owner Charlie Brown -- took a different trip to the Moon, only this time it was for real. Serving as the spacecraft names for NASA's final lunar landing dress rehearsal, Charlie Brown and Snoopy cleared the way for Neil and Buzz to become the first men on the Moon.

Snoopy's space flights, both those real and imagined, are celebrated in "To the Moon: Snoopy Soars with NASA", a six-month exhibit that opened Saturday at the Charles M. Schulz Museum in Santa Rosa, California.

"We were thinking about the fact that it was the 40th anniversary of Apollo 10 and how wonderful it would be to explore that connection between the Peanuts characters and NASA," curator Jane O'Cain told collectSPACE.

The resulting exhibition, which runs January 31 through the 40th anniversary of the first manned moon landing on July 20, 2009, uses both space exploration and Schulz artifacts to guide visitors through the past four decades of Snoopy's space adventures.

Welcome to the Aerospace Technology Working Group! We are a group of seasoned aerospace and other professionals who seek to further humanity’s exploration of space while simultaneously benefiting people on earth. We hold semi-annual and special forums to discuss and treat topics judged pertinent to developing a space-faring people. Using our substantial base of engineering and scientific expertise, we provide fee-based strategic and technical consulting, public speaking, and ATWG member teams to work specific targeted areas. Emphasis is on the use of systems engineering and system of systems engineering, while accounting for the broader effects on other industries, programs, the environment, and the day-to-day lives of this planet’s inhabitants. We collaborate actively with other space-related national and international organizations. We conduct our work using both conventional and advanced communication and computer methods.

We perform service work in the field of inspiring our youth to pursue science and technical education and work careers. Part of our mission is to mentor younger upcoming technical professionals. We provide opportunities for professionals retiring from the regular workforce to continue their interesting careers at their own pace and receive recompense for their efforts. History
The Aerospace Technology Working Group (ATWG) was instituted by NASA Administrator Richard Truly in 1990 as an independent body to work future planning for the nation’s space efforts. Initially, the ATWG began identifying and seeking improvements in both existing and developing space systems through planned application of emerging technologies and the development of new ways of doing business, including the application of distributed missions and innovative operations strategic concepts.

These underlying efforts have gradually expanded to include emphasis on (1) promoting and stimulating education in the sciences, mathematics, the engineering disciplines, and other technical areas , and (2) proposing space-related endeavors that can bring simultaneous benefit to life on Earth. Starting in 2006, members began to transform the ATWG from a predominantly forum-oriented organization to one which, in addition, would provide for-fee consulting services, professional mentoring for upcoming aerospace professions, and student outreach activities. In 2008, these additional activities began coming online.

Participants in the ATWG forum meetings have included and include today experts from the various program elements of NASA, aerospace contractors, leading systems suppliers, entrepreneurial businesses, professional societies, universities and multiple other government agencies such as the DOD, FAA, and DOE.

Purpose and Goals
The purposes and goals of the ATWG are:
* To promote and develop new ideas and innovations on issues pertaining to aerospace and aeronautics,
* To leverage the diversity and depth of experience present among the multi-disciplinary ATWG members to examine critical technical and human capital issues in aerospace,
* To provide timely and specific recommendations concerning what options and programs can and ought to be pursued,
* To identify and seek improvements in both existing and developing space systems and operations though planned application of emerging technologies and the development of innovative ways of doing business,
* To conduct strands of activity that produce income for those members engaged in said activities and for keeping our organization financially functional,
* To protect intellectual property rights of ATWG and its members, while providing service and guidance,
* To provide mentoring of the upcoming aerospace professionals in ATWG’s system-of-systems and broad-view perspective analyses, thought production, and resultant actions,
* To encourage and inspire students to pursue education in the areas of science, engineering, mathematics, and related technical subjects, and

Popular Mechanics Analyzes the Candidates

I suppose I should not stand on a political soap box - BUT -
if you live in the USA you in the middle of much political debate.

Where NASA and the thought of going to the Moon, Mars, and Beyond is going will be tempered by what is happening in the real world, both local and global.

The Popular Mechanics article has some links where you may choose to add your 2 cents worth to the candidates.

Will be interesting to see what will be left to look up at after the elections. The return on investment may well need to contribute to solving the energy crises.

Maybe someone will come up with a way to send a mechanical spider to space that can spin a solar net that will capture the energy from the Sun and space and know how to repair itself when hit by space debris. You too may be able to catch some rays.

Full Description
This view of the rising Earth greeted the Apollo 8 astronauts as they
came from behind the Moon after the lunar orbit insertion burn. The
photo is displayed here in its original orientation, though it is more
commonly viewed with the lunar surface at the bottom of the photo. Earth
is about five degrees left of the horizon in the photo. The unnamed
surface features on the left are near the eastern limb of the Moon as
viewed from Earth. The lunar horizon is approximately 780 kilometers
from the spacecraft. Height of the photographed area at the lunar
horizon is about 175 kilometers.

NASA HONORS LEGENDARY FLIGHT DIRECTOR GENE KRANZ

presentation of an Ambassador of Exploration Award for his
involvement in the U.S. space program. Kranz will receive the award
during a ceremony at 2 p.m. CST on Dec. 6 at the Central Catholic
High School.

created with humans on the Moon.

The Ambassador of Exploration Award recognizes the sacrifices and
dedication of the Apollo, Gemini and Mercury astronauts. Each astronaut
or their surviving families will be presented a lunar sample, part of
the 842 pounds of moon rocks and soil returned during the six lunar
expeditions from 1969 to 1972.

An inscription describes the rock as "a symbol of the unity of human
endeavor and mandkind's hope for a future of peace and harmony."

The award is a moon rock encased in Lucite and mounted for public
display as inspiration to a new generation of explorers who will help
return humans to the moon and eventually travel on to Mars and
beyond. The rock is part of the 842 pounds of samples collected
during the six Apollo lunar expeditions from 1969 to 1972.

NASA is giving the Ambassador of Exploration Award to the first
generation of explorers in the Mercury, Gemini and Apollo space
programs for realizing America's vision of going to the moon. NASA
also is recognizing several key individuals who played significant
roles in the early space programs.

Kranz worked on NASA's Mercury, Gemini and Apollo space missions.
Kranz was the lead flight director during the Apollo 13 mission. An
explosion aboard the spacecraft during Apollo 13 required Kranz and
other team members to help resolve the crisis and safely bring the
astronauts back to Earth. Kranz was a co-recipient of the
Presidential Medal of Freedom for the Apollo 13 Mission. For

from the ground up. As he says, "Since there were no books written on
the actual methodology of space flight, we had to write them as we went
along."

Kranz was part of the mission control team that, in January 1961,
launched a chimpanzee into space and successfully retrieved him, and
made Alan Shepard the first American in space in May 1961. Just two
months later they launched Gus Grissom for a space orbit, John Glenn
orbited Earth three times in February 1962, and in May of 1963 Gordon
Cooper completed the final Project Mercury launch with 22 Earth orbits.
And through them all, and the many Apollo missions that followed, Gene
Kranz was one of the integral inside men--one of those who bore the
responsibility for the /Apollo 1/ tragedy, and the leader of the "tiger
team" that saved the /Apollo 13/ astronauts.

Moviegoers know Gene Kranz through Ed Harris's Oscar-nominated portrayal
of him in /Apollo 13/, but Kranz provides a more detailed insider's
perspective in his book /Failure Is Not an Option/. You see NASA through
his eyes, from its primitive days when he first joined up, through the
1993 shuttle mission to repair the Hubble Space Telescope, his last
mission control project. His memoir, however, is not high literature.
Kranz has many accomplishments and honors to his credit, including the
Presidential Medal of Freedom, but this is his first book, and he's not
a polished author. There are, perhaps, more behind-the-scenes details
and more paragraphs devoted to what Cape Canaveral looked like than the
general public demands. If, however, you have a long-standing
fascination with aeronautics, if you watched /Apollo 13/ and wanted

From a very young age, Eugene F. Kranz developed a unique interest in
space flight. Born in Toledo, Ohio, on August 17, 1933, Kranz formerly
declared his interest in the subject by writing a high school thesis
which explored the possibilities of flying a single-stage rocket to the
Moon. However, after graduating from Parks College of St. Louis,
Missouri, with a BS in Aeronautical Engineering, Kranz's interests
became more down to earth as he shifted from space travel to aviation.

The Japan Aerospace Exploration Agency (JAXA) and NHK (Japan
Broadcasting Corporation) have successfully performed the world's first
high-definition image taking of an Earth-rise* by the lunar explorer
"KAGUYA" (SELENE,) which was injected into a lunar orbit at an altitude
of about 100 km on October 18, 2007 (Japan Standard Time. Following
times and dates are all JST.)

The Apollo project was the first mission to take images of Earth rising
over the Moon. The KAGUYA successfully shot high-definition images of
the Earth-rise showing an impressive image of the blue Earth which was
the only floating object in pitch-dark space. These are the world's
first high-definition earth images taken from about 380,000 km away
from the earth in space.

The image taking was performed by the KAGUYA's onboard high definition
television (HDTV) for space use developed by NHK. The moving image
data acquired by the KAGUYA was received at the JAXA Usuda Deep Space
Center, and processed by NHK.

The satellite was confirmed to be in good health through telemetry
data received at the Usuda station.

* Note: we use the expression "Earth-rise" in this press release, but
the Earth-rise is a phenomenon seen only from satellites that travel
around the Moon, such as the KAGUYA and the Apollo space ship. The
Earth-rise cannot be observed by a person who is on the Moon as they
can always see the Earth at the same position.

Chang'e-1 - new mission to Moon lifts off - ESA to assist in tracking

on October 24, China launches a mission to the Moon.

It helps to have tracking around the world to view the Moon as Earth
turns. Not everyone has NASA's Deep Space Network to use. In the early
Apollo missions there were ships positioned in strategic locations to
aide in tracking. Now China launches and some are concerned that they
are using ships to talk to the spacecraft. Makes for headlines, if
headlines are what you want to read.

HONG KONG, Oct. 23 (AP) - (Kyodo)A Chinese submarine will send test
signals that could change the course of a satellite when China launches
its first moon orbiter, as part of the country's effort to develop space
war technology, a human rights watchdog said Tuesday.

The Information Center for Human Rights and Democracy said two survey
ships are deployed in the South Pacific Ocean and South Atlantic Ocean
to send signals to maneuver the lunar exploration satellite, expected to
be launched Wednesday. At the same time, a nuclear-powered submarine
will send simulated signals to the satellite as a test, it said in a
statement.

Once the satellite-maneuvering technology matures, the group said, China
would have the know-how to destroy other satellites in space in wartime.
China could launch cheaply-made weapon-carrying objects into space and
change their courses to destroy or damage satellites of other countries
by sending signals from submarines, the center said.

China shocked the world in January by firing a missile at an old weather
satellite without notifying anyone in advance, showing off its
anti-satellite weaponry and its ability to shoot down satellites without
being immediately noticed.

China enters the new moon race with Chang'e-1 launch

At the beginning of a 35 minute launch window that opened at 10:05 UTC,
a CZ-3A Chang Zheng-3A (CZ3A-15) was launched from the Xichang Satellite
Launch Centre, located in Southwest China's Sichuan Province, carrying
the first Chinese lunar probe, Chang'e-1 (ChangEr-1).
This was the 104th successful orbital Chinese launch, the 45th
successful orbital launch from Xichang, the ninth orbital Chinese launch
in 2007 and the sixth launch from Xichang in the current year. Free

A bold new mission to the Moon was launched today by the Chinese
National Space Administration (CNSA). Chang'e-1 blasted off from the
Xichang Satellite Launch Centre, Sichuan, atop a Long March 3A rocket.

Chang'e-1 represents the first step in the Chinese ambition to land
robotic explorers on the Moon before 2020.

Chang'e-1 has four mission goals to accomplish. The first is to make
three-dimensional images of many lunar landforms and outline maps of
major lunar geological structures. This mapping will include the first
detailed images taken of some regions near the lunar poles.

Chang'e-1 is also designed to analyze the abundance of up to 14 chemical
elements and their distribution across the lunar surface. Thirdly it
will measure the depth of the lunar soil and lastly it will explore the
space weather between the Earth and the Moon.

The spacecraft is large, weighing in at 2350 kg and it will operate from
a low, circular lunar orbit, just 200 km above the surface of the Moon.
From here, it will perform its science mission for a full year.

ESA is collaborating with the Chinese on this mission by providing
spacecraft and ground operations support services to CNSA. The two
agencies will also share data and encourage a visitors' programme so
that researchers can learn from each other.

According to Chinese news agency Xinhua, China successfully launched its
first lunar probe on Wednesday.

The Chang'e I blasted off at about 6:05 pm on a Long March 3A carrier
rocket from the No. 3 launching tower in the Xichang Satellite Launch
Center in Southwest China's Sichuan Province.

The mission is named after a Chinese goddess who, in a popular fairy
tale, lives on the Moon.

Chang'e 1 is based on China's Dongfanghong 3 telecommunication satellite
platform and reportedly carries a 280-pound (127-kilogram) payload of
science instruments for its planned one-year mission.

The spacecraft carries a total of eight primary instruments to
photograph and map the lunar surface, probe its depth, study the
regolith's chemical composition, and analyze the space environment
around the Moon.

BEIJING - China launched its first lunar probe Wednesday, the first step
in an ambitious 10-year plan to send a rover to the moon and return it
to earth.

State television showed pictures of the Chang'e 1 orbiter taking off
with a trail of smoke from the Xichang Satellite Launch Center in
Sichuan province in southwestern China.

The launch comes just weeks after China's regional rival Japan put a
probe into orbit around the moon in a big leap forward for Asia's
undeclared space race. India is likely to join the regional rivalry
soon, with plans to send its own lunar probe into space in April.

The Long March 3A rocket carrying the probe blasted off shortly after 6
p.m. (1000 GMT) after officials from the China National Space
Administration said weather conditions were good for a liftoff.

Several thousand people living within 1.5 miles of the launch center and
under the rocket's trajectory were evacuated two hours before the
launch, the official Xinhua News Agency said.

More than 2,000 tourists were also on hand to watch the rocket soar into
space after paying 800 yuan (around $106).

Wednesday amid a blaze of live-to-air patriotic propaganda celebrating
the country's space ambitions and technological prowess.

The Chang'e One orbiter lifted off from the southwestern province of
Sichuan at 1005 GMT. Barring technical failure, it will reach its lunar
orbit on November 5 and spend more than a year scanning the lunar
surface in preparation for an unmanned moon vehicle planned for 2012 and
a manned landing in future decades.

Chinese television broadcast the event more or less live, and senior
leaders were present to witness the country's latest feat in space.

A Beijing control centre called the launch a "complete success", the
Xinhua news agency reported.

A torrent of state media reports has celebrated Chang'e One, named after
a mythical Chinese goddess who flew to the moon, as visible proof of the
country's growing strength.

"Without a doubt, the launch of the Chang'e One will again show the
world that Chinese people have the willpower, confidence and ability to
constantly scale the heights of science and technology," said a
commentator on the Sina Web site (news.sina.com.cn).

The patriotic upswell was echoed by thousands of space enthusiasts,
tourists and reporters from across the country who crowded slopes and
viewing platforms near the small city to watch the launch, cheering as
the rocket disappeared into the clouds leaving a ribbon of smoke.
